ATL - HEAT PROJECT WINS AT BIOSECURITY AWARDS

Automotive Technologies Limited (ATL) are proud to announce that they have been awarded the Mondiale Innovation Award at the recent Ministry for Primary Industries Biosecurity Awards.

The Biosecurity Awards attracted 70 entries and ATL was also a finalist for the New Zealand Biosecurity GIA Industry Awards.

The annual awards celebrate people across New Zealand who have gone above and beyond in making positive contributions towards biosecurity by protecting our environment, our taonga, our economy and our way of life. The winners include leaders, researchers, scientists, communities and innovators.

Biosecurity NZ deputy director-general Penny Nelson says the awards celebrate the individuals and teams who are working hard to ensure Aotearoa is safe from pests and disease.

In 2018 the Ministry for Primary Industries Import Health Standard effectively prohibited importing vehicles from Japan between the months of September and April without having been processed through approved treatment facilities, placing the entire imported vehicle industry at risk. In quick response to this, ATL successfully designed, built and implemented a purpose-built heat treatment process for the specific treatment of vehicles and were duly recognised for their innovation at the awards ceremony.

Airbag Recall – Extended Requirements

NZ Transport Agency (NZTA) has stated that from 1 November 2018, any vehicle border inspected with an outstanding airbag recall is to be flagged as 'damaged'.

If the vehicle is shipped prior to the recall being completed, the recall will need to be undertaken in New Zealand before the vehicle can be certified for registration and an MR2A issued. This process is likely to incur delays and costs as the manufacturers' agents are entitled to prioritise registered vehicles and potentially charge you for the work.

ATL are pleased to confirm that through our Manufacturer Recall Status Check we will be advising customers of affected vehicles prior to shipping and will be working with suppliers in Japan to implement this process. As per previous correspondence, all checks and procedures implemented by ATL are to be considered as 'additional' to checks and actions taken prior to shipping being ordered and vehicles being delivered to ATL.

エアバッグリコール – Extended Requirements

NZ Transport Agency（NZTA）は、2018年11月1日からボーダーチェックで検査された未実施のエアバッグリコール搭載車両には「ダメージ」のフラグが立てられると述べています。

リコールが完了する前に車両が出荷された場合、リコールはMR2Aが発行される前にニュージーランドで行われる必要があります。リコールは現地ディーラーで行われますが、すでに登録された車両を優先して作業されており、かつ、その修理費を輸入者に請求する権利があるため、このプロセスは遅延とコストを招く可能性があります。

ATLは製造業者リコール状況確認を通じて、出荷前に影響を受ける車両をお客様に助言し、このプロセスを実行するために日本のサプライヤーと協力しています。ただし前回の投稿の通り、ATLが実施するこれらのチェックおよびプロセスは、出荷および発注される車両がATLへ搬送される前に「追加」で実施されるものです。

MPI Approve ATL Heat Treatment Facilities

The Ministry for Primary Industries (MPI) have released a revised Import Health Standard (IHS), to protect the valuable New Zealand horticultural industry, which comes into effect from 1st September 2018.

The new IHS mandates that all used vehicles and machinery that leave Japan beginning this September and arriving into New Zealand on or before 30th April 2019, must now be subject to additional treatment by either fumigation with Methyl Bromide (MBr) or Sulfuryl Fluoride (SF) or Heat Treatment through an approved process in Japan.

Automotive Technologies Limited (ATL) have gained approval to operate full Heat Treatment facilities throughout Japan and have sufficient capacity to more than cover current volumes at all ports.

From our extensive trials and testing over the past few months of the Heat Treatment process, it is evident that the risk of damage to vehicles by Heat Treatment is extremely minimal at the temperatures mandated by MPI.

新しいIHSは、今年(2018年)9月から始まり、2019年4月30日までにニュージーランドに到着する すべての 中古車と機械を、臭化メチル（MBr）またはフッ化スルフリル（SF）との燻蒸、または日本で承認されたプロセスによる熱処理のいずれかによる追加処理を受ける必要があります。

Safety Recall: Takata Alpha Type Airbag

With a mandatory safety recall being implemented for Takata type airbags in New Zealand, it will no longer be possible to import, comply or sell cars with an outstanding Alpha type airbag recall.

We strongly recommend that you talk to your supplier and ensure that they undertake any required recalls in Japan prior to shipping . ATL will be working with suppliers in Japan to ensure that all affected vehicles are reworked in Japan prior to shipping, however any checks and processes implemented by ATL are to be considered 'additional' to checks and actions taken prior to shipping being ordered and vehicles arriving with us.

セーフティリコール: タカタ製アルファエアバッグ

ニュージーランドではタカタ製のエアバッグに強制安全リコールが実施されている為、未実施のアルファエアバッグリコールが搭載された車両の輸入、受け入れ、販売はできなくなります。

ニュージーランドへ 出荷される前に 日本で必要なリコールを実施することをサプライヤーに確かめることを強くお勧めします。 ATLは日本のサプライヤーと協力して、出荷前にすべてのアルファエアバック搭載車両が日本で修理されるようにします。ただし、ATLが実施するこれらのチェックおよびプロセスは、出荷および発注される車両がATLへ搬送される前に「追加」で実施されるものです。

After the issues in early 2018, it is almost certain that all vehicles loaded in Japan after 1 September 2018 will need to have increased controls and/or treatment in order to be allowed into New Zealand. ATL are an MPI approved biosecurity provider and are leading the way in developing methodologies to ensure our customers vehicles are allowed into the country of destination.

横滑り防止装置 (ESC)

2018年3月1日から、ボーダーチェックを受けた2001cc以上のエンジン容量を持つすべてのMAクラスの車両は、新しいNZTA規制を満たすために横滑り防止装置（ESC）の装備が義務付けられています。

MAクラスの車両 ESCなしで2001 cc以上のエンジン容量を持つ場合は、2018年3月1日までにボーダーチェックが完了している限り、この日付以降も出荷できます。車齢20年以上の車両はこの変更の影響を受けません‍。

Electronic Stability Control (ESC)

From 1st March 2018 all MA class vehicles (cars) with an engine capacity of 2001 cc or greater being border inspected, will be required to have Electronic Stability Control (ESC) in order to be able to be meet the new NZTA regulations.

‍ MA class vehicles (cars) with an engine capacity of 2001 cc or greater without ESC, can still be shipped after this date as long as the border inspection is completed prior to 1st March 2018. MA class vehicles (cars) with an engine capacity of 2000 cc or less and vehicles over 20 years old are not affected by this change‍.

The VIA website has the most recent lists of cars that fall into three categories:

Green (vehicles that are likely equipped with an NZTA-approved version of ESC)
